生態網絡的發展應該以整體生態環境為考量，不以人為行政邊界為界線，而是以核心地區、廊道和緩衝區所組成具結構性的生態網絡。依各層級的環境、生物、人文狀況，以不同的方式、準則進行規劃，最後落實於政策決策當中。
